E4SMA contributed to the production of the Country Report Italy for the REPowerEU Project. 

The Country Report Italy lists reforms and investments recommended by the relevant Italian Ministries in the context of the REPowerEU initiative. The aim is to accelerate the transition to clean energy.

Scope 

In response to the hardships and global energy market disruption caused by Russia’s invasion of Ukraine, the European Commission is implementing its REPowerEU Plan. The Plan was launched in May 2022. REPowerEU is helping the EU countries save energy, produce clean energy, and diversify their energy supplies. 

The goal of REPowerEU is to support the Member States when they are identifying suitable investments and reforms. In the context of the Recovery and Resilience Plans, the REPowerEU also supports the preparation of a national action plan for decreasing the dependency on fossil fuels from Russia by 2030. 

The Country Report Italy aims to support the national action plan.

Methodology 

The work performed under this project includes an analysis of energy-related dependencies. We identified possible reforms and investments to support REPowerEU objectives and provided in-depth support on priority areas, detailing measures and their potential impact. 

We focused on pinning down answers to key questions in the three priority areas: 

  1. Increasing LNG supply and diversifying pipe imports of gas: How can the existing permitting procedures for new LNG- and gas infrastructure be simplified? 
  2. Faster permitting of renewable energy projects: How could the permitting procedures for offshore wind farms be accelerated? 
  3. Innovative hydrogen-based solutions: How can deploying innovative hydrogen-based solutions and cost-competitive renewable electricity in industrial sectors be accelerated?
